Basic rules of leave under hcs 2016 leave rules

 HCS (Haryana Civil Services) Leave Rules, 2016 ko vistar (details) mein samajhne ke liye humne ise category-wise divide kiya hai. Ye notes departmental exams aur administrative knowledge ke liye upyogi hain.

1. Earned Leave (EL) - Rule 31-35

Earned Leave wo chutti hai jo aap kaam karke "earn" karte hain.

 * Calculation: Har karmchari ko 1 saal mein 30 din ki EL milti hai (15-15 din ke do installments mein - 1st Jan aur 1st July).

 * Accumulation: Aap apne pure career mein maximum 300 din tak EL jama (accumulate) kar sakte hain.

 * Encashment: Retirement ke samay 300 din tak ki jama EL ka cash (Salary + DA) milta hai.

 * Maximum Limit: Ek baar mein ek karmchari ko maximum 120 din ki EL di ja sakti hai.

2. Half Pay Leave (HPL) & Commuted Leave - Rule 36-39

 * HPL: Har saal 20 din ki HPL milti hai. Isme chutti ke dauran aadhi salary milti hai.

 * Commuted Leave: Agar aap bimar hain aur medical certificate dete hain, toh aapki 2 HPL katkar 1 Full Day Leave ban jati hai.

   * Ise "Commuted Leave" kehte hain.

   * Iska maximum quota puri service mein 240 din (converted) hota hai.

3. Child Care Leave (CCL) - Rule 46

Ye mahila karmchariyon ke liye sabse mahatvapurn leave hai.

 * Eligibility: Sirf mahila karmchariyon ko unke do sabse bade bacho ki dekhbhaal ke liye.

 * Duration: Puri service mein total 730 din (2 saal).

 * Condition: Bache ki umar 18 saal se kam honi chahiye.

 * Limit: Ek saal mein maximum 3 baar li ja sakti hai aur ek baar mein kam se kam 5 din leni zaroori hai.

 * Salary: Is chutti ke dauran 100% salary milti hai.

4. Maternity & Paternity Leave - Rule 44-45

 * Maternity Leave: * Mahila karmchari ko 180 din (6 mahine) ki chutti milti hai.

   * Ye miscarriage ya abortion ke case mein bhi milti hai (max 45 days in entire service).

 * Paternity Leave: * Purush karmchari ko 15 din ki chutti milti hai.

   * Ise bache ke janam se 15 din pehle ya 6 mahine ke andar lena hota hai.

5. Extra Ordinary Leave (EOL) - Rule 40

 * Jab account mein koi dusri chutti na bachi ho, tab EOL li jati hai.

 * Isme salary nahi milti (No Work, No Pay).

 * Ye period 'Pension' ke liye count nahi hota, jab tak ki ye medical grounds par na li gayi ho.

6. Study Leave - Rule 49

 * Purpose: Higher education ya special training ke liye jo sarkari kaam mein madad kare.

 * Duration: Ek baar mein 12 mahine aur puri service mein 24 mahine.

 * Condition: Karmchari ki service kam se kam 5 saal honi chahiye aur retirement mein 3 saal baaki hone chahiye.

Important: Leave Salary

Leave ke dauran wahi salary milti hai jo chutti par jaane se pehle mil rahi thi. Agar chutti ke beech mein koi Increment lagta hai, toh uska fayda chutti se wapas aane par (notional date se) milta hai.
